GUWAHATI, Feb 9: Bolstered by the Supreme Court’s directive setting aside a Gauhati High Court order to pave the way for recruiting more elementary school teachers in Assam, the State Government on Thursday announced that 40,800 teachers would be given appointments under the Right to Education (RTE) Act.

Addressing a press conference at the Secretariat here, State Education Minister Himanta Biswa Sarma said that it would be the biggest ever recruitment drive undertaken by a government department in the history of Assam. “On February 15, advertisement for the recruitments of 28,000 teachers at both the lower and upper primary levels will be published. Though the 28,000 posts are contractual, the salary structure, other benefits and number of leave days will be the same as that of the regular posts,’’ he said, adding: “Advertisement for the 12,800 regular posts will be published on April 15.”

The High Court, in its March 5, 2010 ruling, had imposed a ban on “further recruitment of teachers in upper and lower primary schools of the State, be it on regular, ad-hoc or contractual basis”. An apex court bench of Justice Deepak Verma and Justice KS Radhakrishnan lifted the ban on a petition by the Assam Government contending that it was making it difficult to run schools.

Sarma further stated that the candidates who had passed the Teacher Eligibility Test (TET) held recently should submit their job application forms online and a candidate could appear in the interview for the teacher’s post in four to five districts. “The interview process for the 28,000 posts will begin from March 15 and the appointment will be given before Rongali Bihu. By May 30, the appointments for the 12,800 posts will be completed,’’ he said, adding: “The selection of candidates will be based on merit that also includes the candidates’ TET and HS percentages and viva.”

Proper implementation of the RTE Act in Assam has raised the demand of recruitment of more teachers and setting up of more schools in the State. “A total of 95,000 teachers are required to properly implement the RTE Act in the State as the Act demands one lower primary school within1-kilometer radius and one upper primary school within 3-kilometer radius all over the State. We are now carrying out a survey to find out the number of new schools required to be set up in the State,” said Sarma.

Currently 565 contractual posts of teachers are lying vacant in Baska district, 2,000 in Barpeta district, 603 in Bongaigaon district, 2000 in Cachar district, 446 in Chirang district, 1100 in Darrang district, 1000 in Dhemaji district, 3,447 in Dhubri district, 760 in Dibrugarh district, 366 in Dima Hasao district, 1,700 in Goalpara district, 750 in Golaghat district, 838 in Hailakandi district, 672 in Jorhat district, 1,108 in both Kamrup district and Kamrup (Metro) district, 1,700 in Karbi Anglong district, 1,900 in Karimganj district, 1,100 in Kokrajhar district, 842 in Lakhimpur district, 1,500 in Morigaon district, 3,000 in Nagaon district, 300 in Nalbari district, 600 in Sivasagar district, 1,521 in Sonitpur district, 800 in Tinsukia district and 600 in Udalguri district.
